About this job

Halton Borough Council is looking for an experienced and highly motivated Case Progression Manager to join our Children's Social Care service. This is a key role in ensuring that cases progressing through pre-proceedings and the Family Court are managed effectively, to a high standard and within the required timescales.

Reporting to the Divisional Manager for Children's Social Care, you will provide oversight of case progression, Court and legal processes, and the quality assurance of casework progressing through Private Law and Public Law Outline (PLO) proceedings, including pre-proceedings.

You will play a central role in ensuring that work entering the Court system is of the required quality, that statutory and Court timescales are met, and that social workers and managers are supported to deliver effective practice.

About the Role

As Case Progression Manager, you will:

Oversee and monitor case progression, Court and legal processes, ensuring cases are progressed effectively and within prescribed timescales.
Provide quality assurance of casework progressing through PLO and pre-proceedings, as well as Private Law matters.
Work closely with Social Work Managers and Social Workers to continuously improve performance management and quality assurance systems across Children's Services and partner agencies.
Ensure managers and practitioners have access to accurate, timely and meaningful information to support effective decision-making and promote understanding of practice and permanence.
Monitor and maintain accurate case progression, performance and statistical information, including computerised records and management information.
Contribute to the development and review of management information systems to support the effective planning, monitoring and delivery of Children's Services.
Develop and maintain strong, effective working relationships with the Family Courts, CAFCASS and other key professional partners.
Provide advice, guidance and support to managers and Social Workers on all aspects of case and Court work, including the quality of assessments, statements and reports, Court protocols, deadlines and timescales.
Support colleagues to understand and effectively navigate Court processes and protocols, identifying potential delays or areas of concern and ensuring appropriate action is taken.
Promote high standards of practice, ensuring that cases entering the Court system are appropriately prepared and meet the required standards.
Work collaboratively with colleagues across Social Care, Legal Services and partner agencies to support positive outcomes for children and young people.
Undertake any other duties and responsibilities appropriate to the grade of the post, as required.

About You

You will have:

A recognised Social Work qualification.
Significant experience of working within a Family Court environment, including the preparation of Statements, reports and other Court documentation.
Experience of giving evidence in Court.
Experience of working within Local Authority Social Services, Legal Services and/or Court settings.
A strong understanding of Public Law Outline (PLO), pre-proceedings and Court protocols and processes.
Experience of monitoring and tracking case progression, timescales and Court deadlines.
The ability to provide effective advice, guidance and challenge to Social Workers and Managers to support high-quality practice.
The ability to work confidently and effectively with professionals from a range of disciplines, including Social Care, Legal Services, the Courts and CAFCASS.
Strong organisational, analytical and communication skills, with the ability to identify risks, delays and areas requiring action.
A commitment to quality assurance, continuous improvement and achieving positive outcomes for children and families.
The ability to work independently while also building strong and effective professional relationships across the organisation and partnership.
