The role focuses on helping managers understand whether current resources, skills, processes and operating arrangements are fit for purpose and able to meet strategic, regulatory and service delivery expectations.
You’ll guide and facilitate the review process — not take ownership — acting as an objective partner who helps managers explore demand, workload, capability and capacity challenges, strengthening their insight and confidence in the conclusions they reach.
This role suits someone who is analytical, structured and highly collaborative, with the ability to turn complex operational issues into clear, evidence‑based outputs.
Key Responsibilities

Support managers to assess demand, workload pressures and resource alignment.
Review evidence including structures, performance data, complaints, regulatory findings and business plans.
Provide constructive challenge to test assumptions and improve the quality of conclusions.
Identify risks, gaps, single points of failure and succession issues.
Ensure consistency and rigour across all assessments.
Support managers to produce clear, evidence‑based recommendations.
Prepare concise, high‑quality reports for senior leadership and governance groups.
Ideal Background
A credible organisational development, transformation or regulated‑sector professional with experience in service reviews, workforce planning or organisational diagnostics. Someone who can quickly build trust, challenge constructively and bring clarity to complex or ambiguous situations.
Essential Experience
Experience within housing, local government, regulated sectors or complex service organisations.
Delivery of organisational reviews, service assessments or workforce planning activity.
Strong understanding of organisational capability, productivity and resource planning.
Experience working with senior leaders, Boards or governance bodies.
Ability to interpret workloads, structures, performance data and service outcomes.
Personal Attributes
Credible and trusted by managers.
Constructive challenger with strong interpersonal skills.
Pragmatic, objective and solutions‑focused.
Comfortable working with ambiguity and incomplete information.
Able to build confidence quickly across varied service areas
