CCL Global is seeking an experienced Commercial Manager to support a major UK Government organisation across its infrastructure, estates and facilities portfolio.
The successful candidate will bring strong commercial and procurement experience within construction, estates or facilities management, together with recent practical experience of NEC3/NEC4 contracts and Public Contract Regulations.
Location: Salisbury – Hybrid
Contract: 12 months (renewable) Inside IR35
Security Clearance: Active SC essential
Key Responsibilities
* Provide commercial and contractual support across infrastructure, construction, estates and facilities programmes.
* Manage commercial activities throughout the procurement and contract lifecycle.
* Support the development, negotiation and management of NEC contracts.
* Manage NEC Engineering and Construction Contracts (ECC) and Professional Service Contracts (PSC).
* Ensure commercial activity complies with relevant public procurement legislation and governance requirements.
* Manage supplier relationships, contractual performance and commercial issues.
* Work closely with project, procurement and operational teams to ensure programmes deliver to time, cost and quality.
* Provide commercial advice on contractual risks, changes, performance and supplier obligations.
* Communicate commercial priorities and business plans effectively to internal and external stakeholders.
* Support procurement activity across hard and soft facilities management and infrastructure works.
Essential Experience
* Active SC clearance.
* Strong commercial experience within Construction, Estates and/or Facilities Management.
* Recent NEC3 or NEC4 experience, ideally NEC4.
* Practical experience with NEC ECC and/or PSC contracts.
* Knowledge and experience of Public Contract Regulations and Defence & Security Public Contract Regulations.
* Experience operating within an infrastructure works and/or hard and soft FM environment.
* Strong supplier and stakeholder management skills.
* Ability to manage commercial priorities across programmes with demanding cost, schedule and quality requirements.
Desirable
* Defence or wider public-sector commercial experience.
* Procurement Act 2023 experience.
* MCIPS or equivalent professional qualification
