CPO Lead

The Role
An exciting opportunity has arisen for an experienced CPO Lead to support the delivery of one of London's largest and most ambitious regeneration programmes.
Working as part of the Brent Cross Cricklewood Regeneration Programme, you will provide strategic oversight, assurance and coordination across a range of land and property workstreams. A key focus of the role will be managing Compulsory Purchase Order (CPO) matters, including outstanding compensation claims, legal processes and potential references to the Upper Tribunal.
The successful candidate will act as the council's lead on land and property matters across the programme, working closely with legal advisors, external consultants and internal stakeholders to ensure successful project delivery.
Key Responsibilities
Lead and coordinate all CPO-related workstreams across the regeneration programme.
Manage outstanding compensation claims and support potential Upper Tribunal proceedings.
Provide assurance and oversight on land and property matters associated with programme delivery.
Commission, manage and coordinate external property, legal and valuation consultants.
Support a range of property transactions, including:
Land disposals
Infrastructure leases
Licences and land agreements
Other property and regeneration-related transactions
Act as the client lead for specialist commercial and property advice.
Monitor programme risks and develop mitigation strategies relating to land and property matters.
Prepare reports and provide updates for senior management, governance boards and programme stakeholders.
Ensure effective governance and compliance across all land and property workstreams.
Work collaboratively with regeneration, legal, property and project teams to support programme objectives.
Essential Experience
Significant experience leading or managing Compulsory Purchase Order (CPO) projects.
Strong understanding of CPO legislation, compensation claims and associated legal processes.
Experience supporting major regeneration, infrastructure or development programmes.
Background in land acquisition, property management, estates, regeneration or strategic property functions.
Experience managing external consultants, surveyors, legal advisers and valuation specialists.
Experience producing reports and presenting to senior stakeholders and governance boards.
Understanding of land transactions, leases, disposals and development agreements.
Essential Skills
Strong stakeholder management and negotiation skills.
Excellent programme coordination and project management abilities.
Ability to manage complex land and property issues within a politically sensitive environment.
Strong analytical and risk management capabilities.
Excellent written and verbal communication skills.
Ability to work independently and provide expert property advice.
Desirable
MRICS, MRTPI or equivalent professional qualification.
Experience working within local government or public sector regeneration programmes.
Experience of Upper Tribunal references and disputed compensation claims.
