DBHRS is recruiting an experienced Programme Manager – Business Partner to lead complex, high-value regional programmes and deliver measurable economic and social outcomes across the Cardiff Capital Region. The role may suit a Senior Project Manager, Portfolio Manager, Transformation Programme Manager or Strategic Programme Lead with strong public-sector and stakeholder-management experience.
You will translate strategy into delivery by overseeing programme governance, programme mobilisation, budgets, delivery partners, risk management, change management, benefits realisation and performance reporting in a politically sensitive, multi-partner environment.
Key Responsibilities
Lead complex programmes and projects from programme mobilisation through delivery and benefits realisation.
Create programme roadmaps, delivery plans, governance structures, PMO controls and performance frameworks.
Manage budgets, resources, programme risks, issues, dependencies and organisational change.
Coordinate workstreams, delivery partners, local authorities, government bodies and senior stakeholders.
Develop HM Treasury Green Book business cases, investment proposals, funding submissions and executive briefings.
Oversee grant funding compliance, public procurement, contract management and supplier performance.
Lead multidisciplinary teams and promote accountability, collaboration and continuous improvement.
What You’ll Need
Proven success leading complex programmes, projects or portfolios.
Strong knowledge of recognised programme and project management principles and methodologies.
Experience managing budgets, contracts, funding and delivery partners.
Confidence influencing senior leaders across organisational boundaries.
Experience producing business cases, strategic plans or funding proposals.
Excellent leadership, communication, planning and problem-solving skills.
A degree-level qualification or equivalent relevant programme management experience.
Desirable Experience
PRINCE2, MSP, APM or a similar qualification.
Government-funded capital, infrastructure, regeneration or transformation delivery.
Regional economic development or place-based growth experience.
Knowledge of HM Treasury Green Book principles.
Procurement and contract management experience.
Working Arrangements
Hybrid working with regular travel across South East Wales.
Occasional evening or weekend work may be required.
